What is a Quality Turnover Package?
A quality turnover package in construction, particularly for welding-intensive projects, is a collection of documents that verifies the quality, compliance, and traceability of work performed during a project. It is compiled to demonstrate that work, including welding, meets contract specifications, industry standards (e.g., AWS, ASME, API), and client requirements. The package is typically submitted to the client or project owner at the completion of a project phase or the entire project to facilitate handover, final acceptance, or commissioning.
What is the Purpose of a Quality Turnover Package?
Verification: Proves that work was performed according to approved procedures and standards.
Traceability: Provides a record linking work to specific personnel, materials, and processes.
Compliance: Ensures adherence to codes, standards, and contractual obligations.

What is Required in a Quality Turnover Package?
The documentation and inspection records that are required in a turnover package can vary widely due to the industry, owner, contract specifications, work type, codes, region, discipline, and company quality program.
The industry, craft and code jurisdictions coupled with the owners specification define what is required for documentation and what must be included the quality package.
When establishing what is required to be placed in turnover packages become familiar with the owner requirements in combination with the quality program of the fabricator or contractor you work for. It is best to establish a table of contents for what will be collected in the turnover package and get agreement before work starts. The inspection forms that will be used are also important as sometimes the owner requires their forms be used, and that needs to be built into the package.

The common names for a quality turnover package are Turnover Package, Handover Package, Quality Dossier, Hydro Package or Pressure Test Package, Data Package or Data Book, QC or Quality Package, Completion Package, Compliance Package.
Contract Specifications and Contractor Quality Program
Some owners will specify what inspection forms are required for use in documenting inspections, others rely solely on the quality program of the contractor. Contract specification may detail what inspection forms are required for use and inclusion in the turnover package, and specifications take precedence in the hierarchy of contract documents. It is most effective to have a table of contents as well as an ITP Inspection and Test Plan that lists what forms will be used in the turnover packages, and for the different inspection activities that is reviewed and accepted by the owner before work begins.
